  • Texas Administrative Code:   All states have laws and regulations to guide the siting, construction, design and operation of waste disposal facilities. Title 30, Part 1, Chapter 330, Subchapter L. of the Texas Administrative Code lists the siting restrictions for a municipal solid waste landfill. This list illustrates how geological factors can make some locations unsuitable for developing a solid waste disposal facility. The State of Texas should be commended for developing these regulations, but with these types of documents there will be many people who think that additional restrictions should have been included. (don't try to read and rememeber all of this stuff - just look at the geological restrictions in Subchapter L).

  • Optional Activity:   Inspect a Municipal Waste Landfill:   Go with Pennsylvania DEP inspector, Jim Grabusky, to conduct an on-site inspection of the Lebanon County Landfill. (I would like this to be a required element of the course, complete with an activity. However, the site is unreliable and can not be accessed for long periods of time.)
